PNC BANK PARTNERS WITH THE CRIME COMMISSION
PNC Bank has partnered with the Crime Commission and offers rewards for information that leads to the arrest and conviction of any offender who commits a robbery at a BNC Bank. A reward of $10,000 will be offered based on this criteria:
1. The implied threat of violence towards any PNC employee or customer is made.
2. A weapon such as a gun, knife, bomb or other devise specifically used to injure, kill or invoke the threat of bodily injury or death is used.
3. Any takeover robbery regardless of whether a weapon is used or the threat of violence is implied.
4. A hostage is taken during the planning or actual committing of a bank robbery.
5. Any action by the offender results in the injury of a PNC employee or customer.
A reduced reward sum of up to $5,000 will be offered for information leading to the arrest and conviction of any offender of a PNC robbery that does not qualify under the above definitions.
Examples include robberies where no violence or threatened violence is implied such as a verbal demand or written note.
All financial rewards will be administered by the policies and procedures of various state, county and local enforcement agencies and affiliated organizations such as the Citizens Crime Commission, Crime Stoppers, and others throughout the United States.

On Tuesday, May 20, 2008, the Grand Ballroom of the Bellevue Park-Hyatt was filled with over 600 people who wanted to show their appreciation of our law enforcement people. Mayor Nutter was the Guest Speaker.

Whether it’s being involved in a shootout or just taking someone to the hospital,
these people are real heroes. Every day, they are tasked with situations that you
can’t even imagine. Murders, accidents, pursuits, or just directing traffic, police officers
are indeed the thin blue line between order and chaos in our society. Everything that they
do is scrutinized and second-guessed by people who have no idea how hard it is to make
split-second, life-or-death decisions.
And then they go home to their families and try to live a normal life. It ain’t easy!
They work shifts (mostly nights), miss the kid’s recitals
and ball games (all the time), have to sleep during the day (you try it!)
while everyone else is at the barbeque or the movies.
Then they get up for work when you settle in front of the TV or go to bed.
The next time you see a police officer working, give him a wave or a nod of the head
to acknowledge what he does; an impossible job under impossible conditions.

Golf Tournament
Raised @ $15,000 which equaled 2006 results. Discussion was held regarding a change in venue; Cynthia will research Bucks county CC and Joe Guinan will investigate Wakefield. Bob refice mentioned that Norhtampton CC in Bucks County was also interested in hosting the 08 event.
Commerce bank Affinity Program
Although the program is shaping up, the commission needs the help of Board Members in obtaining more accounts. There has been no response from WaWa or Sunoco. The future of the program may be in question because of the impending sale of Commerce Bank

Dealing with the Chester County Chamber of Commerce, hopeful of installing Gun Program and Crime Fighters funded by Chester Co

Clear Chanel is working with Commission and FBI on electronic billboard postings

Commission Updates:
Finances: The Chamber of Commerce Accountants are currently reviewing the Financials. The Commission continues to struggle with operating finances. Efforts with Comcast have been fruitless. John and Sandy have taken reductions in their package and have foregone raises in order to minimize expenses. A notion was made and accepted to create a sub committee to review the contributions of existing Board Members.

Presidents Report:
a. Doctors Cocktail Party
The Doctor’s Cocktail Party is scheduled for Thursday February 28th, at The Waterfall Room. This years Jefferson Award winner is Barbara Bridge of Clear Channel Communication. The Guest Speaker will be new Police Commissioner Charles H. Ramsey
b. Law Enforcement Appreciation Day
The date has been set for Tuesday May 20th, 2008 at the Bellevue. A motion was put forth to increase the price from $1200 to $1500 per table and $150 per head. The price had not been raised in many years and consequently the profit per table was declining. Expenses that reduce the profit include the cost of providing tables to “Unit Award” winning members and the cost of the actual awards. A suggestion was made and accepted to pursue sponsors for the “Unit Award” winners and the actual awards. After meaningful discussion the motion to increase the price and pursue sponsors was approved. Post discussion a recommendation was made to obtain a high profile “Honorary Chair” for the event. President Apeldorn agreed to take that suggestion under advisement and Board Members Durham, Bridges and White offered their help in obtaining the candidates.
c. Crime Commission Updates
The Commission has enjoyed some recent high profile successes and is currently involved in many other cases.
Past Chairman Clayton Undercoffler passed away in November. President Apeldorn will suggest to the Golf Committee that the Annual Event be renamed to honor Claytons contributions to the Commission
The Commission is currently in discussion with Delaware County Officials regarding the use of a new software program that will allow people to text message tips to the Commission. This software program, designed by Neumann College, with funding from Perdue Pharmaceuticals, has great potential to the Commission. Approval of the program would include a $15,000 grant to be used by the Commission for any purpose it chooses. John and Sandy continue to investigate this opportunity and the guarantee that the information sent via text is absolutely anonymous and untraceable. They have enlisted Executive Board Member Joseph Guinan, Esq. to pursue possible legal challenges to that anonymity.
d. Crime Commission Goes High Tech

e. Contribution Committee Report
The Contribution Committee met on Thursday November 8, 2007. During that meeting a decision was reached to contact all Board Members via mail and telephone regarding their interest in continuing to serve on the Board. Those efforts resulted in the resignation of 2 individuals. The committee proposed raising Board Member dues to $500 which would include the cost of luncheon meetings. That increase was announced in a pre-contact mailing to members. Spirited discussion among the Executive Board regarding the announcement, increase, cost of luncheons, venues etc resulted in the recommendation to refer back to the Contribution Committee the matter of the increase for further review. Hugh Bridges and Joe Guinan have been asked to serve as Co-Chairs of that committee. The Committee also recommended the formation of two other committees: marketing and Finance. The recommendation was accepted. Dave Trovato will serve as the chair of the Marketing Committee and George Nice will serve as the Finance Committee Chair. Each was asked to recruit additional members.
Financial Report
The President presented the 2007 year end Profit and Loss statement which reflected a net loss of $34,515 for fiscal year 2007. He then presented the 2008 budget which reflected a 3% ($9486) increase over 2007. A line by line review of the proposed budget took place and it was approved pending necessary adjustments.
As noted above, a Finance Committee has been appointed to assist the President in his daily management of the finances. Various recommendations to reduce expenses and increase revenue were discussed during the meeting and have been noted throughout this report.

Mueller, Special Agent in Charge (SAC) J. P. Weis, FBI Philadelphia has presented the FBI Director’s 2007 Community Leadership Award to Barbara Bridge, Vice President of Real Estate and Public Affairs for Clear Channel Outdoor and the Citizens Crime Commission. The Director’s Community Leadership Award is reserved for those individuals who have made an outstanding contribution within the community towards crime prevention and community awareness. On Thursday, September 13, 2007, the Clear Channel Outdoor Digital Outdoor Network began showing wanted flyers featuring the photos of eleven of Philadelphia’s most violent fugitives on eight billboards throughout the Philadelphia region. These individuals were selected as Philadelphia FBI’s Most Wanted Fugitives by agents and Philadelphia Police detectives assigned to the FBI/Major Crimes Fugitive Taskforce. Digital billboards display static messages that resemble standard printed billboards when viewed, but also allow advertisers to change messages throughout the course of a day. The space and time for the fugitive wanted flyers was provided to the FBI by Clear Channel Outdoor in order for law enforcement to have the opportunity to “advertise” these fugitives to the Clear Channel Outdoor audience. The wanted flyer images are crystal-clear and direct the thousands of people who will view the wanted flyers every day to call the FBI Philadelphia Division’s 24 – Hour hotline (215) 418-4000, if they recognize any of the subjects featured.
On 11/05/2007, Clear Channel Outdoor temporarily suspended all advertisements on eight digital billboards in the Philadelphia and New Jersey areas for a period of 30 minutes in an effort to catch murder suspect Jordan Lewis aka John Lewis, in connection with the brutal shooting death of Philadelphia Police Officer Charles "Chuck" Cassidy. The Citizens Crime Commission provides a telephone service (tip line) for the collection of information relating to criminal activity from anonymous sources to assist law enforcement agencies, such as the FBI, in solving and/or preventing violent crimes. The Commission has allowed the FBI sponsored Step Up, Speak Up campaign to use the Citizens Crime Commission tip line to receive information about unsolved murders. During the spring and summer of 2006, the Step Up, Speak Up campaign held four rallies to generate tips and information regarding four unsolved murders. The Citizens Crime Commission provided the cases featured and encouraged the victim's family members to participate in the rallies.
The Citizens Crime Commission also works with a victim’s family and friends, and corporate and community organizations who have collected and posted a reward for information pertaining to a crime. The Commission is currently evaluating the tips received relative to the murder of Officer Cassidy and will facilitate the distribution of the $153,000 reward collected. Based on the reasons stated above, the Director’s 2007 Community Leadership Award was presented to Barbara Bridge of Clear Channel Outdoor and the Citizens Crime Commission at a ceremony held Friday, November 9, 2007, at the Philadelphia Division of the FBI office located in the William Green Federal Building.
The Citizens Crime Commission is administering a reward program that pays $1,000 for each arrest of a person with an illegal firearm. This program pays for the arrest of the person; you do NOT have to wait until the court case is over. When the person is arrested, you will immediately become eligible for the $1,000 reward.

SPLASH-AND-GRAB ROBBERS CAUGHT WITH THE HELP OF THE TIPLINE The splash-and-grab robbers who victimized several convenience store clerks by splashing hot coffee on them and then grabbing the money from the cash register have been captured. The Major Crimes Unit of the Philadelphia Police Department has announced that the TIPLINE was instrumental in their capture. The TIPLINE gathered evidence from several callers and with the expertise of law enforcement throughout the area, these people will not commit crimes for quite a while! *********************************************************************************************************
